<div class="Message" style="margin: 5px 0px; padding: 0px; border: 0px;">The official government response is now in - much as expected with pelicans going, but Guildford rules and arm widths remaining on direction signs.<br />
A big surprise is that metric units will become compulsory alongside imperial ones on height and width limits.&nbsp;<br />
But the government is still thinking about the need for traffic orders for yellow lines and contraflow cycling.<br />

<description><![CDATA[SimonMorgan <br />November 2014<br /><br />I think it actually has to be published in late February to be "placed on the table of the House" for 3 weeks (for MPs and Peers to query if they wish the process used to introduce it - rather than its content). As I understand it, that 3 week period cannot overlap with the 6 week 'purdah' that will precede the general election election on May 7 next year.<br /><br />But yes, DfT is still promising to keep to this timetable, and to have guidance documents, such at TSM Chapter 3 available for the March start date of the new regulations. An ambitious programme, particularity considering that lawyers and others working on the new TSRGD regularly get distracted to look at issues relating to 'Devo-max' for Scotland!]]></description>

<description><![CDATA[SimonMorgan <br />December 2014<br /><br />At the DfT's Traffic Signs Technical Working Party meeting yesterday it was revealed that yellow lines will continue to need a TRO in the 2015 TSRGD. School entrance clearways will not need one, but no firm decision has been reached on mandatory cycle lanes and contra-flow cycle measures.<br /><br />I'll post updated information here as I get it.]]></description>

<description><![CDATA[SimonMorgan <br />December 2014<br /><br />Opinions seem to be equally divided on this. I've spoken to people from a lot of authorities who convinced me that they would only be using the new yellow line procedure responsibly and after local consultation, and that it would have saved them a lot of money on press advertising of the order.<br /><br />Something else I should have mentioned from the Technical Working Party. DfT has admitted what many of us feared: work will not start on revising the Traffic Signs Manual until the new TSRGD is finished. So the updated Chapters 3 and 5 will not be appearing at the same time as the new Regs, as was originally promised. There will, however, be a detailed circular to all authorities at the time they come into force.<br /><br />IHE emphasised that its support for the new Regs was conditional upon the guidance on using them being available at the same time, particularly in view of DfT's frequent statements that TSM was the main document that should be referred to and TSRGD only the legal back-up. All sorts of horrors might occur between the new Regs coming into force and the detailed guidance appearing on how to use them.]]></description>

<description><![CDATA[BrynBuck <br />December 2014<br /><br />I'm glad many traffic departments have strong officers who won't be barracked by vociferous members or local residents - there are some hideous examples of what some would call 'JFDIs' out there because of weak official responses causing things to be done for all the wrong reasons.<br /><br />That could be worrying with regards to the Manual. The case for making the design certificate a mandatory requirement grows stronger.]]></description>
