on DfT website today here: https://www.gov.uk/government/publications/traffic-signs-regulations-and-general-directions-2016-an-overview
It gives a good summary of the 19 schedules of TSRGD 2016 and the various parts within each, plus lists of what has changed and a cross reference at the back to old (2002 TSRGD) diagram numbers.

SimonMorgan
May 2016

Hi Ben
The vertical signs "No loading at any time" are now optional when there are double kerb blips. (And arguably the kerb blips are optional when the vertical signs are used). This was one of the reasons for breaking the legal link between signs and markings (in most, but not all cases) - to give the traffic authorities the freedom to decide what signing to use.

In practice, it will probably be parking adjudicators who decide, but apparently in Westminster (where a special direction was given before the 2016 TSRGD came in) there have not been any enforcement problems in omitting 638 plates.
