Posted by Stu 15th February 2022

I stumbled across a DfT authorisation for a humped parallel crossing in Leicester (case 4941) :

https://www.dft.gov.uk/traffic-auths/?search=parallel

I had assumed that parallel crossings could be constructed upon humps in the same way that Zebra crossings can. The Traffic Signs Manual, Chapter 4, Warning Signs (para 8.5.1) says so. TSRGD 2016 prescribes the use of “dragons teeth” Diag 1062 within the controlled area of such a crossing.

But then Chapter 6 Traffic Control (para 15.20.1) tells me I need to gain authorisation.

I’ve concluded that it is actually the Highways (Road Humps) Regulations 1999 that are dictating this confusing situation and that they haven’t caught up with TSRGD 2016 because they don’t reference the newer parallel crossing arrangement.

Have I concluded correctly?

Was it deliberate to amend the TSGRD but not the Humps Regs?

Reply by Simon Morgan 15th February 2022

I think that’s exactly right, Stu. But I would guess that a number of humped parallel crossings have been installed without specific authorisation.

TSRGD was amended in rather a hurry, as it had already missed its target date of early 2015, so I don’t think DfT had the time or the legal resource to consider changing the Humps Regs as well.

All the best, Simon
