The changes are mainly concerned with the new default speed limit for street-lit areas, so it comes into force on the same date as that: 17th September.  

The new SI assumes that there will continue to be a single consolidated TSRGD for England and Wales (but not Scotland), by saying in places what applies to England, as well as what changes in Wales.
