In February, the ICE Lincolnshire Branch and IHE East Midlands Branch held an evening to discuss the management of highway assets in Lincolnshire.

In 2016, Lincolnshire County Council launched both a revised asset management policy and asset management strategy, using expected funding and lifecycle planning as the background of their approach. In 2018, it launched a highways infrastructure asset management plan, which fully embraces a risk-based approach to highways safety inspections and reactive maintenance.

The night was introduced by Derek Braddy, representing the Lincolnshire Branch and East Midlands region of the ICE. Richard Fenwick (IHE), Lincolnshire County Council’s county highways manager, gave an overview of the staff’s journey as they transformed highway services. Mike Coates (ICE), highways assessment and laboratory manager, gave a detailed description of condition assessment and scheme prioritisation.

Following this, Joe Phillips (IHE), policy and strategic asset manager, discussed the next steps to 2030 and beyond. The event was hosted by The Collection Museum in Lincoln and attended by over 60 people including members of both institutions and non-members.
